What is established

Evidence needed to test slot preservation

01 · Assignment & spacecraft

Identify the notice, frequency groups, bands and the spacecraft capable of transmitting or receiving those assignments. A communications payload alone does not establish the link.

02 · Time at position & BIU

RR 11.44B requires the capable GSO station to be deployed and maintained at the notified position for a continuous 90-day period. Compare the dates with BIU/BBIU confirmation and account for gaps.

03 · Relocation declaration

Use the Res.40 record of earlier network and position to test whether the observed transfer is temporally consistent. A declared network-to-network link still needs a physical satellite identification.

Alternative explanations to retain: communications testing, routine relocation, in-orbit servicing or proximity operations. These are analytical alternatives, not established TJS-15 missions. The present evidence does not discriminate among them.
